Three hundred thousand people short, and every one of them is on someone’s programme
Infrastructure Australia projects a construction workforce shortfall above 300,000 by mid 2027. Jobs and Skills Australia lists every construction occupation as in national shortage, which makes construction the only industry in the country where that is true across the board. More than a quarter of the existing workforce is over 55.
At the same time, the public infrastructure pipeline sits at roughly $242 billion across FY2025 to FY2029, a 14 per cent increase in a single year, and that is before the data centre pipeline and the Queensland Games programme are counted.
Those two facts do not resolve. There is more work than there are people, and the gap is widening rather than closing.
What that means for a structural package
A builder pricing a structure in 2026 is not really buying concrete. They are buying access to a crew, and the certainty that the crew will still be there in month fourteen.
That is a harder thing to buy than it used to be, and it separates contractors in a way that a schedule of rates does not show. A business that resources a job through labour hire is competing for the same scarce people as everyone else, every week, at whatever the market rate has moved to. A business that employs its crews directly is competing once, at the point of hiring, and then holding onto them.
Why we built a pathway instead of a recruitment budget
Boots to Briefcase is Azzurri’s pathway from site to leadership. Two years across every department, resourced properly, open to anyone who wants it.
It exists because the best structural concrete people in this country did not learn it in a classroom. They learned it on a slab, in the rain, at four in the morning, on a pour that had to go right. When we move that knowledge up through the business rather than hiring it in, it stays. Our project managers and site managers know exactly what they are asking of a crew, because they have stood in the same place.
It is slower than recruiting. It is also the only approach that works in a market where the people you would recruit do not exist.
